Orchestrator: not declared. This phase's SKILL.md carries no agent: field, so which orchestrator it routes to is not machine-readable. Prose mentions are deliberately not used here: /vt-d-0-start name-drops three orchestrators and dispatches none of them.

Hooks

Hooks are triggered by tools, not by phases — there is no phase binding to read. See the hooks reference for which hook intercepts which tool; any step that writes a file passes the Write/Edit hooks, and any step that runs a command passes the Bash hooks.
